Bahawalpur Agriculture

Introduction of BAHAWALPUR DISTRICT:

Bahawalpur is one of the Districts playing a key role in the Agriculture production. The land of this District is very fertile and farmer’s community is very hard working. Side by side the Agriculture (Extension) staff is disseminating the latest crop production technologies to the door steps of the farmers. The Department of Agriculture Extension requested that when and where any problem relating to agriculture appear, immediately contact our technical staff, who is ready to solve the challenge.
The Economy of the district is essentially agrarian and agriculture is the back bone of the economy of district. Agriculture is main source of earning for almost entire 78% rural population directly or indirectly. It is well known cotton and wheat growing area and produces 14% of cotton and 4% of wheat of the total Punjab’s production. Rice, Sugarcane, Gram and Pulses being the other major crops. With the exception of few big units, industrial activities in the district are restricted to agro-based industry dealing with the processing basic raw material.

Functions of Departments:

1. AGRICULTURE EXTENSION

a) Administrative, financial and technical control of the field formation in the district.
b) Achievements of area and production targets of crops.
c) Implementation of crop production strategy including agronomy and plant protection prepared by the Provincial Agriculture Department.
d). Preparation of detailed training schedule of all trainers with in the framework of phases , decided by Provincial Agriculture Department and dissemination of production technology through training programmes in every village of the District .
e) Feedback of researchable problems to Provincial Agriculture Department.
f) Identification preparation and implementation of projects approved by competent authorities.
g). Implementation of Agricultural laws.
h) Implementation of agriculture laws.
i) Ensuring availability and quality of agriculture inputs.
j) Management of agriculture extension farms and gardens.
k) Service matters relating to the district cadre.
l) Maintenance of government buildings.
m) Purchase of stores and capital goods.
n) Participation along with requisites data in review meetings held by provincial agriculture department.
o) Feedback to Provincial Agriculture Department on all the above , as per time to time instructions.
p) Implementation of crop production strategy including agronomy and plant protection.
q) Achievements of area and production targets of all crops .

On Farm Water Management:

1. Organization and registration of Water User Associations under the On Farm Water Management  Users Association  Ordinance , 1981 for promotion  improvement and other Water Management activities in the District.
2. To reduce water losses in water courses conveyance system by increasing delivery efficiency through water course re-construction / re-modeling with complete earthen improvement , partial brick lining , installation of nakkas construction of culverts , Syphons , drops and buffaloes  through Water User Associations on cost sharing basis.
3. To reduce Water losses by increasing Water use efficiency in the farmer's fields through precision  land leveling by extending technical assistance.
4. To extend Water Management Extension Services through Demonstration farms.
5. Renting out Agricultural Machinery at approved rates.
6. Purchase of stores and capital goods.
7. Feed back to provincial Agriculture Department on all the above mentioned business ,as per time to time instructions.
8.Prepration and implementation of Water Management Development plans in the District.
9. Water course improvement , precision land leveling , irrigation agronomy practices.
10. Services matter relating to the District cadre.


STATUS OF CANAL WATER COURSES IN DISTRICT BAHAWALPUR


1. Total no. of  Water Course in the District   =  3261
2. Total no. of improved water Courses         =  1411
     (i) Before Devolution up to 30-06-2001     =  1406
     (ii) After Devolution up to date                     =         5
3. Total no. of Un-improved Water Courses in Balance  =  1850
4. Precision land leveling with laser equipment               =  3605 Acres

 Live Stock:

a) Matters relating to
1) Artificial insemination .
2) Promotional efforts for establishment of dairy farms in Private Sectors.
3) Promotional efforts for establishment of poultry farms in Private Sectors.
(i). To get establishment small poultry units in Rural Areas for egg production and further breeding purpose.
(ii). To impart basic short training Courses regarding Poultry Farming to Women Community in school , Sannat-e-Zar and other institutions.
4) prevention of animal , Poultry diseases extension services.
5) Training of villagers on :
a) Prophylactic vaccination .
b) Management aspects.
c) First Aid Treatment.
6) Enforcement of Preventions of Cruelty to Animals Act, 1890.
a) Service matter within the District as per delegation of powers.
b) Purchase of stores and capital goods for the District.
c) Any other business assigned by the Government.

Fisheries:

Extension services in private sector.
Lease of fishing rights, conservation, management and promotion of fisheries in water areas except rivers, canals and barrages/pond areas, which have no boundaries.
Training through open training schools.
Local publicity and awareness.
Aquaculture development activities.
Collection of statistical data on fish and fisheries in the District.
Collection of statistical data of fish farms and their production  in the District

Extension Activities:

1. No of fish farms established in private sector are 122 and area is 142 Acres.
2. Advisory services are being provided to 206 farmers.
3.  Training  through open school is imparted to private fish farmers.
4.  Aquaculture development activities are being carried out with 122 farmers.
Collection of statistical data of  fish farms  and their production.

Forestry:

1. Raising new forests and scientific management of existing public forests to maximize the production of wood.
2. Raising and promotion of roadside plantations of local / District significance farm forestry in private land Raising of forest nurseries.
3. Education of the public for tree planting and provisions of technical and advisory services on matters of afforestation to the people and other departments in the District.
4. Service matters except those entrusted to the Provincial Government.
5. Refer all major technical issues for advice of the Provincial Government.
6. Formulate working plans after approval of preliminary working plans from Provincial Government (CCF concerned of the area) and get it technically cleared/approved from the Provincial Government before being sanctioned by the District Government.
7. Submit annual report on tree cover monitoring to Provincial Government for review and incorporation into Provincial report.
8. Promotion of social / farm forestry in private lands.
9. Raising of forest nurseries .

Vegetable & Fruit  Production:

With low agricultural productivity and limited industrial base, economic profile of the district as a whole is not very bright. Additionally, an area of about 16314 sq.km. Which constitutes about 2/3rd of the total Cholistan area fall in the district where water is scare and even not available for drinking purposes. Hardly any mention-able economic activity is carried out in the Cholistan area, which can contribute for the welfare of the economy of the district. This has added in poor economic condition of the area. About 50% population lives below the poverty line in the district. Per capita income, though not computed on district level, is believed be to far less than national income level. All the economic indicators testifies the backwardness of the district. Resultantly, essential services like clean drinking water/drainage, road network both in the Urban and Rural area is in a shamble and requires renovation/addition in a sustainable manner.
